ABSTRACT

Completions of communal infrastructure at Batu were constructed either by contractual method or self-managed method. The purposes of this study are: (1) to compare the stages of communal infrastructures construction between contractual and self-managed method, (2) to compare the pattern of communal infrastructures constructions on several projects, i.e. water treatment installation, road pavement and sewer, by determine the weight of each supporting parameters using AHP, and (3) to determine the implementation pattern by using quantitative analysis on several communal infrastructures based on contractual and self-managed method at Batu City.

This study is conducted through survey and interview to the stakeholders, project supervisors, expert facilitators, contractors, community-based organizations and government agencies at Batu city, East Java Province. 17 questioners are distributed and analyzed by using Analytic Hierarchy Process (AHP). Several criteria are used to identify the reason of selections between contractual and self-managed method, i.e. human resources, fund, quality, schedule, operation and maintenance.

The result shows that among the subjected criteria, fund has become the favorable reason with 40%, followed by human resources (19%), construction quality (19%), operation and maintenance (11%) and project schedule (11%). Among the method selection, self-managed method is preferably chosen with 52% rather than contractual ones with 48%.
